Work you cannot inspect is work you cannot move

Your theme is a set of files. The platform's own documentation describes a code editor where those files are opened and changed directly, and tells you to duplicate the theme first so the original survives. The work done on your store is readable by whoever you hire next.

So it can be handed over. A change made in the theme can be found, explained and undone. A change buried somewhere nobody documented is the one that strands you when the person who made it stops answering.

Before comparing anything we asked each site for a page about a state that is not real. Three correctly said no, so we knew their state pages were real pages. One cheerfully produced one, so we threw its result away rather than count it.

What is left is plain. One site serves the same words to Maine, Vermont, New Hampshire, Montana and Idaho, and it is sitting third. Two more are within a tenth of that.

None of this means those firms do poor work. Plenty of good agencies publish pages like this, and a template is a reasonable way to cover fifty states cheaply.

It does mean the page told you nothing about whether they understand your store, which is the thing you were trying to find out. That is a test you can run yourself in about two minutes on any Shopify agency Maine search puts in front of you.
